It is the world’s largest producer of coaxial cable for HFC applications and leading supplier of electronic and fiber optic cables for wireless, LAN and other applications. In order to meet the Asian market’s rapidly expanding demand for drop cable, Our Client is building a 28,000 square meter facility in Suzhou Industrial Park, P.R. China.

Job Description：
BASIC FUNCTION
Serve as the staff leader. In accordance with sound engineering principles, policies and directives, provide and implement all aspects of process engineering (of products and processes of this Project) to produce economical, high quality products meeting plant objectives for cost and quality. This includes hiring and supervision of necessary engineers, technicians and other relevant staffs to support the technology transfer and manufacturing management team on location. Individual is responsible for all functional areas including, but not limited to; Production management, supervision, material planning, scheduling, process engineering, quality engineering, equip. preventive maintenance, cost management and etc.
RESPONSIBILITIES
· Lead the implementation and deployment of new technology in the installation and start-up through to production status.
· Communicate with the US process & product engineers for assistance with all technical issues regarding new Projects.
· Establish engineering standards and specifications.
· Control progress of projects against schedules.
· Supervise Engineers and Technicians in all phases of engineering and manufacturing of the products of this Project.
· Represent the Project at planning and other regular management meetings to provide assistance and recommendations to resolve manufacturing issues.
· Define and recommend manufacturing objectives; develop specific short-term and long-range plans and programs together with supporting budget requests and financial estimates.
· Direct the manufacture of all products at lowest cost consistent with established specifications as to quality and quantity.
· Supervise installation and maintenance of all equipment used in manufacturing.
· Direct preparation of cost control reports, cost estimates and manpower and facilities requirements forecasts.
· Insure prompt and economical receipt of needed materials and supplies, and delivery of finished products to customers.
· Direct the preparation of specifications for purchase as to quality, quantity, delivery, and service required for purchase of plant equipment, supplies, and materials to meet production schedules.
· Set up and maintain inventory controls and levels to conform to budgets and forecasts.
· Coordinate and collaborate with other departments in establishing and carrying out responsibilities.
· Formulate and install standard practices based on comparative studies of methods, costs, and production figures.
· Ensure efficient utilization of equipment and facilities.
· Maintain compliance with company policies, safety standards and good housekeeping practices.
· Review and approve recommendations of subordinates in matters of personnel or rate changes.
· Initiate and recommend purchase of new capital equipment.
· Other tasks assigned.
QUALIFICATIONS
· Four-year degree in a business, technical or similar discipline.
· Minimum of 8 years experience in a manufacturing environment with assignments in a variety of functional areas. Experience must include both technical background and production management.
· Must be fluent in Mandarin Chinese, and proficient in English.
· Previous experience with a Western Company or work history in a Western Country is desired.
· Ability to travel and have extended stays in U.S. during training period
· Demonstrated highest level of leadership, self motivation and acceptance of responsibility.
